UNION REFUSES DISCUSSION. COUNCIL'S ATTITUDE UNCHANGED. The tramway dispute was again before the New Plymouth Borough Council last night.. The engineer-manager (Mr, R» -,H. Bart ley) wrote stating that a letter received from the Union intimated that the men would refuse to discuss -conditions of working until the wages question was settled. The Union alsonotined that they were sending a delegate to the annual conference of tramw&ymeh on August 3, and requested the Council to make the necessary arrangements rtor relieving him. With reference to this, Mr. Hartley , contended that it -was not the Council's responsibility for making arrangements j of the kind, and previously the Union | had found men to work the shifts <tf the absent man under such circumstances. The arrangements had usually been submitted to the Council, who in every case had made no objections, and paid the wages of the man absent, II was upon the Union, if they sent a man away on their business, to find others to do Ins work during such otherwise the whole of the work would require to be paid for at overtime rates which was quite unreasonable. It was decided to inform the Union that as far as the Con'cil was concerned the wages question wag settled; to regard to the other matter, the Union could make their arrangements prov'dinsr voluntary labor was available, as in the pftfit. •>
