BRITISH RAILWAY SYSTEM. SCHEME FOR THE FUTURE. By Telegraph.—Press Assn.—Copyright. Received July 1, 5.5 p.m. ' London, June 29. A White Paper has been issued covering the Ministry of Transport's proposals for the organisation of British railways. It suggests that they be formed into fivo or six groups for England and Wales and one for Scotland on the basis of economy and the elimination of competition. Each group would be placed under a Board of Management, consisting of shareholders and employees, comprising both officials and manual workers. It,is proposed that the Government's share of the surplus profits be funded for development purposes. Regarding rates, the Government does not propose to give the companies any financial guarantee, but it will provide flexible rates and machinery enabling appropriate charges to be levied. Permanent machinery is proposed to deal with wages and working conditions on the lines of the present wages boards. The Ministry also advocates stimulating the development of the country by light railways constructed by private enterprise, or local authorities with
