By Telegraph.—Press Ann.—Copyright. Genflan Government troops occupied Dusseldorf and troops from different towns in southern Wasel are marching up with the Government troops. Immediately after their departure disorders occurred in several towns. The burgomasters telegraphed for military help as the local police refused to act. Vladivostock reports that a British Red Cross train conveying hospital stores and clothing to Irkutsk was held up in the interior, and those connected with the train were either shot or imprisoned. These include Colonel Young, of Canada, Captaiit Peacock, of England, and Dr- O'Driscoll, of Dublin.
