The Democrats vied with the Republicans in cheering a speech by Representative Humphreys (Democrat) in the House of Representatives when he declared that President Wilson should not run for a third term. No retort, was made by any member, contrary to all precedent. Wasliington, March 20. The Republican leaders in the House of Representatives have completed a tentative peace resolution which they believe will be constitutional and effective. Their plans are approved by Senator Lodge and other leaders They are asking for action soon on the resolution declaring that the state of "war has ceased to exist, just as the resolution in 1917 declared the state of war existed. The leaders in the House believe that if President Wilson refused to sign it after [the resolution was passed.it would become effective by an over-riding vote.
