ALL POWER SHUT OFF. NEWS HEAVILY CENSORED. Received March 16, 1 a.m. London, March 15. A telegram from Copenhagen states the streets of Berlin were deserted on Sunday except for military patrols. All electric power stations, the tramways, and the underground railways were stopped, and the.water supply was cut of)'.
Dr. Kapp has ordered the arrest of Herr Kbert and Herr Bauer, and will ac-t-use them of high treason.
No newspapers are being published until mid-day on Monday. The news is heavily censored by Trebitsch, whom Dr. Kapp has installed as the censor of foreign telegrams.—Aus.-N.Z. Cable Assn.
MILITARY PATROL BERLIN. "THE POPULATION- IS QUIET."' Received March 15, 11 p.m. Berlin, March 14. Loyal military are patrolling in the Government quarter with guns, machine-guns, and armoured cars. Barbed wire barricades have been erected. The population is quiet. Herr Bauer has issued a proclamation in Dresden urging the nation to support constitutional Government.
A general strike has been proclaimed in Nuremberg, Madgeburg. Breslau, and in the Rhine and Westphalian mining district. The black, red and white flag was hoisted in Bremen and Munich. — Aus.-N.Z. Cable Assn-
FORCIBLE MEASURES WANTED THE OPINION IN AMERICA. COOPERATION WITH THE ALLIES. Received March 15, 5.5 p.m. Washington, March 14. The news of the overthrow of the Ebert Government caused considerable concern in governmental circles, and the feeling prevailed that the situation may compel the Allies to undertake forcible measures in order to compel Germany to carry out the terms of the Treaty.
One leading authority expresses the view that Liulcndorff is the master mind behind the situation. It is understood France and Britain will consult the United States before undertaking any action, but to what extent the United States regards itself involve! in measures that the Allien ray take in r.rder to meet the new conditions hj: a matter that only President Wilson can settle.—Aus-N.J!. OLD GOVERNMENT CRITICISED. THE AIMS OF ITS SUCCESSORS. • Berlin, March 14. The new Imperial Chancellor, Dr. Kapp, has issued a lengthy proclamation charging the old Government with corruption, instancing the Erzberger case, and declaring it incapable of warding off. Bolshevism, which is threatening the nation, and alleging that tho National Assembly continued to govern without a mandate and illegally postponed the elections. The proclamation promises that the financial conditions of the Federal States shall be constitutionally restored and the economic freedom of property, which will be properly taxed. Strikes and sabotage will be ruthlessly suppressedTlie Government will hold the balance between capitalism and Labor, shielding j the worker against servitude.
The proclamation concludes: "Work is the principal duty of every man. Germany shall be a moral community of labor.'"—Reutor. FLEET FOR NEW GOVERNMENT. London, March 14.
