FIGHTING BREAKS OUT.

TWO PARTIES IN CONFLICTMILITARY SUPPORT NEW CABINET. Received March 15, 9.45 p.m.London, March 14. Messages from Berlin to-day state Dr. Kapp will act in conjunction with the Lanour Party for the maintenance of or.ler. The' Government is endeavouring to persuade Labor to take office, suggesting the name of the well-known leader Koerstein. The success of the negotiations is doubtful owing to General vou Luttwitz's attitude. The leader of the Independent Socialists conditionally agreed to take office in. the new Government.

Fighting is reported at Frankfort. Dusseldoril', the Rhine coal field.', and elsewhere between adherents of the old and the new regime. Strikes have broken out in many places and the movement is expected to extend except in essential industries.

The military throughout Germany have mostly elected to support the Government. V ' ,1.

The new Cabinet's programme professes to consolidate the old Germany and to return to settled conditions; also to avoid extreme nationalism. The revolution was carefully prepared at Doheritz, a suburb twelve miles west of the Wilhclmstrasse, where a marine division under Captain Ehrhardt lay. Ehert's first communique was so reassuring that Berlin went to bed on Friday night believing the Government had the situation well in hand. Noske's troops were seen marching in the chief streets miring the nislit, and armoured ca;'s, field kitchens, and artillery were much in evidence. *
