CONTROL OF U.S. RAILWAYS. By Telesraph.—rress Assn.—Cofryricht. Received March 4, 5.5 p.m. Washington, Feb. 29. President Wilson has signed a decree restoring the railroads to their owners with a guarantee of flj per cent, profit. FOOD SHORT IN ITALY. Rome, Feb. 29. The Socialist Party is sending a deputy, Bombacci, to Copenhagen to negotiate with Lenin's envoy. Friday and Saturday have been declared meatless days. The Government is reducing the importation of cereals, frozen meat, sugar and bacon and making a reduction of the bread ration to 4.50 grammes, except to manual workers, who get 500 grammes. It is expected to effect a saving of 2000 million lire. BOLSHEVIK INTRIGUES. Amsterdam, Peb. 20. The police at Munich arrested 80 participants in the International Commnn. ist Conference, including several Russian couriers. The latter had lauded in Upper Silesia from an aeroplane. A number of intercepted letters showed Radek to be the head of the secret courier service between Soviet Russia and dormany. Large espionage centres were discovered at Hamburg and Kssen and many Russian Bolshevik agents were arrested in Berlin hotels. They declare that 0,000,000 Red soldiers are prepared for an offensive in the spring which is intended to secure the revocation of the Treaty of Versailles and the liberation of the German people—Aus.-N.Z. Stockholm, Fob. 20The names of German owners ol jewellery and other valuables which agents wore endeavoring to smuggle into Sweden last year have hitherto been kept secret, but are now published.
