The second meeting of the League of Nations Council was lielcl at St. James' Palace to-day. Mr. A. J. Balfour represented Britain; M. Bourgeois, France; M. flyman?, Belgium; Signor Lon'ari c , Italy; M. Matsui. Japan. Spain, Greece and Brazil were also represented. Mr. Balfour -welcomed the delegates on behalf of the Government. In the course of a speech he said he regretted that America was not represented. On the motion of M. Bourgeois, Mr. Balfour was elected chairman. The Council then dealt privately with the agenda, including the question of Switzerland s entry into the League, appointments covering the Commission of the Saar Basin, the High Commissioner of Danzig, and the proposed list of names of international jurists to be invited to form a committee to prepare plans for an International Court of Justice, and the constitution of an international body for health problems.—Aus.~N Z, Cable Assn.
