A reconstruction of the Cabinet, in view of the change policy, is expected. The transport of troops and munitions towards the frontier has already begun. The Bolshevik concentration southward and south-westward of Petrograd continues. Trotsky declares that the city is out of danger. Denildn's wireless states that the Bolshevik committee at Voronezh was responsible for terrible atrocities. Victims had tlieir eyes picked out, arms and legs twisted in the sockets, ears cut off, nails pulled out, foreheads branded with hot iron; thev were submerged in boiling water and had molten tin poured down their throats.
