PEACE TREATY.
, EXCHANGE OF RATIFICATIONS. By Telepraph.—Presa Assn —Copyris&t. Received Oct. 21, 12.10 a.m. Paris, Oct. 20. The indefinite postponement of the formal exchange of ratifications, which are alone needed for the operation of the Treaty, is due to President Wilson's illness. Many measures must be taken within a specified time after the Treaty begins to operate. President Wilson desires personally to deal with these.— Reuter.
