WORLD LABOR CONGRESS. PROBABLE MEETING DATE. By Telegraph.—Press Assn.—Copyright. Received Oct. 13, 7.55 p.m. Washington, Oct. 13. Through the Secretary for Labor, President Wilson has announced that the proposed International Labor Conference would merely convene and receive the credentials of delegates on October 29th., unless the Treaty was ratified giving the requisite powers by that date. Mr. Hitchcock, in a statement, said that the slowness of the progress of the Treaty in the Senate made it improbable that final action will be taken before November 15th.—Aus-N.Z Cable Assn. PLANS TO HELP EUROPE. New York, October 11. is understood that the Foreign Equipment Finance Corporation, with a capital of 100 million dollars, has been formed to provide credits to those countries needing equipment. It is reported that several railway equipment companies are members of the corporation. PRESIDENT "WILSON'S HEALTH. Received Oct. 13, 10.10 p.m. New York, Oct. 12. The Times' Washington correspondent states that there are many unconfirmed rumors concerning President Wilson's health circulating. It is said he is suffering from cerebral lesion. Dr. GrayBon, the President's personal physician, refuses to affirm or deny this. —Aus.N.Z. Cable Assn. WORLD TRADE CONGRESS. Received Oct. 13, lOjIO p.m. New York, Oct. 12. The British, French, Italian, and Belgian delegations to the Internatiorral Trade Conference, which will be held at Atlantic City, have arrived. The British delegation comprised six members, headed by Mr Barton Kent, a member of the London Chamber of Commerce. The conference will discuss the reestablishment of normal trade relations between the United States and Europe. The foreign delegations are the guests of the United States Chamber of Commerce!
