POLICE OFFENCES BILL.

IMPORTANT NEW PROVISIONS. (By Wire.—Own Correspondent.) Wellington, Last Night. The Police Offences Amendment Bill contains some important new provisions. A person is liable to a fine of £IOO, or imprisonment for a term of three months, who incites, encourages, or procures disorder, violence, or lawlessness. A penalty is provided for the unauthorised borrowing of motor cars. A Magistrate may impose a fine of £lO or imprisonment for two months on any person who unlawfully, and without color 1 of right, but not so as to be guilty of the tfieft thereof, within the meaning of the Crimes Act, takes or converts to his own use or the use of any other person, any horse, or any motor car, or other vehicle or carriage of any description, or any launch, yacht, boat, or other vessel. Then the publication or exhibition of any unauthorised document likely to be accepted as an official document is made an offence, and also the unauthorised wearing of any military decoration, including any medal, ribbon, and other decorations likely to deceive. Ordinary regimental badges, or any ornaments representing them, are excluded from the penal clause.
