The North-Western army has begun a general offensive in the direction of Pskoff. The Bolsheviks are stubbornly resisting, but eleven villages have been captured. Polißh forces have occupied the Dvinsk forts, southward of the Dvina. Balakovitch's troops (cabled on September 1) have broken through the Bolshevik lines, and, operating in the real - , secured a large number of horses and other impedimenta. Whole divisions of Bolsheviks went over to Balakovitch.— —Aus.-N\Z. Cable Assn. [The cable referred to stated that the fall of Pskoff was attributed to internal animosity. Judpitch interfered with the plans of Balakovitch, commander of the Pskoff army, and arrested Balakovitch's staff and attempted to arrest Balakovitch, who escaped.
