BOLSHEVIKS' MERCILESS CONTROL. PETKQGKAD WORKERS IN SORRY PLIGHT. By Telegraph,—Press ism.—Copyright. London, Aug. 8. A distinguished Russian, who escaped from service with the Bolsheviks, has arrived in London. He states that the German Soviets aye strongly established in Petrograd and enjoy special privileges. Lenin and the other chiefs make the most of the German-trained army, but still" regard propaganda as the first line of attack. Tliey are convinced of the necessity of a world-wide revolution. The Soviets proudly proclaim the British withdrawal as a defeat. The remnant of the population in Petrograd is mercilessly controlled and working without pay for the Soviets, receiving a meagre meal daily. The city administration has been reduced to the lowest state of inefficiency. The factories are short, except the munition works, whero a political committee constantly interferes with the management. The starved workers are cruelly speeded up. Intoxication is the sole relief, and, n? alcohol is unobtainable, vinous substitutes are used, including mixtures of gasolene, petrol, and ether.—Times. DEXIKEN MARCHING ON MOSCOW. Paris, Aug. fl.
