Russell said: ''lf we are to deal with it in a comprehensive manner we must talk in millions. The question whether the money ia to be provided by the Government or hy the local bodies is a political one. That must be fought out at the elections. Statutory enactments give municipalities power* to erect workers' homes in cities and boroughs, but no provision has been made for the large body of workers residing outside municipal boundaries, including men engaged in freezing works, dairy factories, and coal mines." He believed a satisfactory scheme could be evolved. The ideal should be that four or five-roomed houses should be made available at a rental of from ten to fifteen shillings weekly. We must not be afraid to face this great problem in a bold and courageous manner.
