Dr. Dillon, in the Daily Telegraph, emphasises that the Allies have made proposals to Admiral Koltchak, not for recognition of his Government, which was never onee mentioned, bufc as to conditions for continuing to furnish him with money, munitions, and provisions, with a view to restoring order on the one basic principle of non-interfcrence in Russia's internal affairs. —Alia.
