EDUCATION BOARD.

SPECIAL MEETING. A .special meeting of the Taranaki Education Board was held ■ yesterday, there being present: JJlessrs & Masters (chairman), P. J. White, H. H. Grayling, 11. J. Eaves, and H. Trimble. Leave of absence was granted to Messrs C. A. 'Wilkinson, 3i.i\, and S. G. Smith, MJ?. CONFERENCE REMITSThe board met for the purpose of considering remits for reference to ibe educational conference to be held in Wellington shortly, and, after discussion, the following were adopted:—

That no deduction should be made from the salary of any teacher, who, being 21 years of age, has passed all the Education. Department's examinations to qualify for a teacher's certificate but has failed to secure, one through physical causes.

That the salary and allowance, of a .teacher in a Grade 0 school be the sama as that of a Grade 1 school.

That the scale of salaries as paid toteachers bo revised, with the object oi inducing the best men to seek in the teaching profession a life career, and that special consideration bo given to boys entering the service, married, men, and teachers holding tho more responsible positions. That the maximum number of children taught in one class ,by ono teacher bo 40. 'That the minimum floor space vided for each child shall be 14 square feet, exclusive of space utilised by chimneys and cupboards. That it is desirable to promote a propaganda to awaken the public to the necessity of conserving the health of the school child as a basis of national security and stability, and that the Education Department be asked to cooperate with the Health Pepartment in the direction of appointing qualified dentists to attend, on the report of the medical officer, to the teeth of children attending a public school, the cost of such attention to be borne by the State. That the Education Department supply each education board with a copy of the medical inspector's report on the schools under their jurisdiction. That it is desirable to adopt a permanent scale of payment for teachers in continuous employment in technical schools.

That it is desirable to have a better system of payment of capitation for technical classes than obtains at present.

That adequate continuation classes, be provided in connection with all technical schools, at which attendance shall be compulsory up to the age of 16 years, for all children not receiving other adequate instruction, or have not passed the; matriculation standard.

That there should be a penalty on an: employer who neglects to notify the education authorities that he haa an employee of school age at work. • That some provision should be made for training young teachers for technical schools or classes.

That the Education Department ba asked to call, at an early date, a conference of agricultural instructors, with a view to arriving at a better understanding with regard to agricultural struction throughout the Dominion. That the Education Department be asked to call a conference of education boards every second year. That educational authorities seek to co-operate with picture companies with a view to providing educational pictures suhc as nature studies, manufacturing processes, and scenio pictures of our own and other countries, at matinees for children.

That tliis conference considers that the regulations under which manual and technical education is at present com ducted should be at once remodelled, with a view to bringing it more in conformity with tie urgent requirements of the day. That a committee of three be set up to report on the a'dvisability*and practicability of education boards co-operat-ing in purchasing their supplies for buildings, office requirements, and the necessary supplies to schools. That the capitation grant for incidental purposes, having been found by school committees to be insufficient to meet the expenses attached to tho administration of their schools, the Government be urged to take into consideration the necessity of increasing the grant. That the general grant of 5s per annum per child on average attendant to meet the board's administrativo expenses, bo increased to 6s.
