Mr. Hughes, urging the necessity stopping German commercial penetration after the war, quoted Bmil Zimmerman to show that British short-sightedness was responsible for the rise of Germ&nv and the economic position arising from that policy was responsible for the war. Zimmerman declared that Germany's vise depended essentially upon the open* door policy of £nglan<f. The Germans were sojourners in England's house. The secret of Germany's success lies apart from the training and organisuig of the working classes. It was in the fact that England and other countries which were great producers of raw materials, allowed Germany to draw upon their great sources of raw material. If this permission were withdrawn, Germany would be at one stroke once more the Germany of 1880. •Mr, Hughes concluded: "What is wanted is a clear and definite economic policy and effective action by the Dominions, which awaits formulation. Such a policy should be declared without de» lay."
