Lord Bryce said lie did not propose to deal with the Government's vacillation policy, Ibut if the Government had taken its courage in both hands and brought in a Bill embodying the recommendations of the Convention's majority report, it would have satisfied the vast majority of Irishmen and proposals acceptable to Ulster would have been evolved. The present state of affairs rendered further legislation necessary, If Home Rule were postponed until a general scheme of federation was ready, it would mean the delay for a generation. Ireland could not wait any longer- The Government proposals to federalist the United Kingdom would undo the work of ten centuries.
Lord Cranmore said the Government must know that the Roman Catholic Church opposed the conscription proposals, and therefore they would inevitably end in disaster.—Press Asaoo
