TROOPS AND REINFORCEMENTS. Washington, April 2ti. The War Department's weekly summary says: In addition to American troops trained and in training, very large quotas will be required in the immediate future to fill gaps on the West front. The outcome of the present battle depends on man-power. GERMAN PROPAGANDA. Washington, April 29. Diplomatic advices received in Washington indicate that Germany is preparing new disrupting propaganda against the Allies. She will offer France an arrangement whereby she will not lose the money invested in Russian loans. Germany will point out that England has not done her share of the fighting. Germany also will attempt to undermine the Allies' influence in Persia, which is the backdoor to India.
