MAN POWER BILL. A GRAVE WARNING. London, April 14. The House of Commons adopted Clause 3 of the Ivlan-Power Bili, enabling a fortnight's notice to cancel exemptions granted on personal, not occupational, grounds. The Government agreed not to apply the clause to conscientious objectors or men exempted on medical grounds. Sir Auckland Geddes, in grave tones, warned the country that if something very bad happened during the next few days and we were obliged to reconstruct a large part of the army, any one possessed of youth and fitness should have his own personal position in civil life considered. About 200,000 men belonging to the higher grades would be affected. Grade 3 men were not vet wanted. Reports from Ireland showed much activity in the recruiting departments. Many in Dublin had joined up, including many Englishmen. Should all these evaders of military service join, the army would receive 30,000 recruits.
