The sudden return of Dr. Kuhlma.in and Count Czcrnin to Berlin.is regarded :ia foreshadowing a rupture of tlio Brest Litovsk proceedings. Marshal von JJindenburg and General von i.ndeiidoc.T have arrived to confer with the Kaiser, Baron von Hertling, Dr. Kulilmann, Count. Czernin, and Talaat Pasha regarding peace. It is reported that Germany is sending an ultimatum to the Maximalists, demanding their acceptance of peace conditions. In the event of their refusal military measures will be taken forthwith. If need be, the Roumanians will be treated in the same manner. UKRAINE. SITUATION. BOLSHEVIKS DISCREDITED. Received Feb. 5, 10 p.m. London, Feb. 4. Renter states that light is thrown on the obscure situation in Ukraine by a speech by a representative of the Rada at the Brest Litovsk conference. He .itated that fK) per cent, of the Rada's candidates were elected to the Constituent' Assembly, compared with 10 per csnt, Bolshevik candidates. The Ukrainian Convention of Soviets at KiefT overwhelmingly declared for the Rada, whereupon a small group of Bolsheviks went to Khark'off and declared itself the new government of the Ukrainian people's republic, though they hlvdly represented the town of Kharkoff much less a republic. PEACE CONFERENCE. UKRAINIANS RECOGNISED. BY CENTRAL POWERS. Amsterdam, Feb. 4. After hearing tho statement of the representative of the Ukrainian Rada at the Brest Litovsk Conference, the Central Powers' delegation decided to recognise the representative of the Rada am entitled to speak for the Ukraine. THE RED ARMY. OF PAID VOLUNTEERS. Petrograd, Feb. 4. The decrees establishing the pew volunteer army have been published. It is styled the Red Army of Workers and Peasants. The men will be paid 50 roubles monthly. Every volunteer must be recommended as a convinced revolutionary prepared to give his life for the Soviet Government. SWEDISH BOAT ATTACKED. Times Service. Received Feb. 5, 10 p.m. Stockholm, Feb. 4. The Russian coastal batteries fired upon Swedish naval vessels bringing Swedes from Finland. The Russians explain they thought the boats were carrying troops and munitions. THE NEW REPUBLICS AND BREST LITOVSK. Received Feb. 5, 10" p.m. Amsterdam, Feb. 'I. Messages from Berlin state that the republics of Siberia, Bessarabia, and Turkestan, also Persia, have resolved to send representatives to Brest Litovsk.
