THE FOOD PROBLEM DISTRIBUTION SCHEME - London, ;Tan. 1. The newspapers give prominence to and approve of Lord Rhondda's memorandum to local food committees outlining a model scheme for the distribution of butter, margarine and tea in order to prevent queues. The essential feature of the scheme is that every customer must register at one shop for the purchase of certain foodstuffs which he is not allowed to buy elsewhere. The shopkeeper is required to divide his weekly supplies in fair proportion amongst his registered customers. No shopkeeper will be allowed to register more than he can conveniently serve. The London committees will probably meet on Wednesday to discuss the scheme.
