The Socialists in Petrograd. casting about for some democratic method of checking the civil war, propose to summon a sort of preliminary parliament, with' a view to surviving the period of anarchy until the Constituent Assembly meets. It is impossible to see how the elections are to be held in the present state of disorganisation. Further anarchy and starvation loom ahead. Considerable bodies of leaderless cav> airy and infantry are approaching Petrograd, and demanding a coalition Socialist Ministry. The Bolsheviks «ent the Red Guards on Sunday to meet them. There will probably be no battle, as both sides have only the obscurest notion'! of what they fight for. Kaledin says the_ Constituent Assembly will meet at Moscow. The probabilities of the future are fantastic. DESTRUCTION AND PILLAGE. AT WINTER PALACE. GERMAN REPLY AS TO PEACE. Petrograd, Jluv. '2O. The Winter Palace was completely destroyed during the lighting, the walls being riddled by bombs and shells. The mobs stole the wonderlul paintings ana furniture, which had been thrown into the streets. The Daily News Petrograd correspondent announced that Germany replied to the Soviet's telegram asking for peace, Baying that she can only negotiate with Russia when the monarchy has been restored or the Constituent Assembly convened.
