LAND PURCHASE SCHEME. Paris, Nov. (I. A Bill will shortly be introduced in the Chamber enabling pensioned and discharged soldiers and the widows of fallen men to purchase land. The Bill provides for loans up to £4OO at 2 pet cent, for 25 years and a reduction by % per cent, for each child born to the borrower till he enjoys the capital free of interest.
