The Stolea Agency claims to have knowledge of President Wilson's early peace proposals to the Central Powers, consisting of their evacuation of the captured territories, the reconstitution of the oppressed and damaged 'States and Kingdoms, the reconstruction of destroyed towns and villages, the acceptance of French and Italian national demands, and unconditional adhesion to tlie Entente's pro-peace league. If the terms were accepted, America would float an enormous loan to finance the Central Powers.

Alternatively, America threatens to continue the war until the Central Powers arc completely exhausted and defeated, and to institute an economic boycott for fifty years after the war. !
