ARGENTINA.
RUPTURE WIT? GERMANY. I Received Oct. 1, 10 p.m. [ Buenos Ayres, Sept. 30. The National Committee favorj a rupture with Germany. Interviewed, the President declared that Germany's explanation was satisfactory. The severance of relations would place the Argentine in an innocuous neuter condition, depriving her of the rights which could be exercised under neutrality. He added that he would state his views in a manifesto. He is calling a congress of the South American neutrals to considor their attitude.
