A PROMISING MESSAGE. KORNILOFF TO HAIG. London, Aug. 19. A correspondent at British Headquarters said that Sir Douglas Haig has received a telegram from General Kornitoff stating that he is convinced that ion the re-establishment of strict discipline the Russian armies will devote all their powers at an early date to assist in the effort of the Allies towards the attainment of their common object. POLAND'S INDEPENDENCE. POLES' RESOLUTION. Petrograd, Aug. 19. A meeting of the Polish Congress at Moscow passed a resolution in favor oi the creation of an independent Polish State, including all the Polish territories, and with an outlet to the sea northward of the Vistula, and declaring that a premature peace would be contrary to Polish interests. JKUISSIANS REPULSE ATTACKS. London, Aug. 19. A wireless Russian viA'icial message states: We repulsed attacks south-west of Lake Narotch, southward of Grozesci. and in the direction of Oona, in the region of Slonik.
