WORKERS' CONFIDENCE IN GOVERNMENT.

MINISTER'S APPEAL TO LABOR. Received July 14, 5.5 p.m. Petrograd, July 13. The Moscow Council of Workmen and Soldiers discussed the new offensive and passed a vote of confidence in the Government by 301 to 232.

M. Skobeliff, the Labor Minister, ,has appealed to tho workers to remedy the country's economic disorganisation by increasing tho output. The Nord Sud agency reports that deserters from the Dvina front state the Germans are preparing to attack Petrograd.
