THE STOCKHOLM CONFERENCE. ATTITUDE OF SOCIALISTS. Received July 114, 5.5 ip.m. Stockholm, July 13. A wireless message states that the Russian Workmen's and Soldiers' Council has issued a manifesto regarding the Stockholm conference announcing that the German Ministry and the Socialists approve the Council's programme. They also agree to participate in an international congress of delegates. The Majority Socialists have returned to Berlin for instructions. The AußfcroHungarian Socialists approve of the programme. The Hungarians have accepted the invitation to the Conference, s,nd the Austrian's have intimated they are prepared to carry out the conference decisions. The Dutch and Scandinavian committee is combining with the Russian for the purpose of calling a general congress. Invitations are being issued to-day to world-wide- workers' organisations.
