ASHMEAD BA'RTLETTS SUGGESTIONS. London, June 24. Mr. Ashmead Bartlett, in the Sunday Times, proposes that the Allies should immediately make terms with Turkey and Bulgaria on the basis of Turkey regaining Thrace and Constantinople after the Straits had been made an international highway under joint Turkish and American control, the forts to be dismantled. The Allies should assist Bulgaria and Turkey financially, and they should be allowed' to repudiate all war indebtedness contracted to the Central Powers.
