PROPOSED COALITION GOVERNMENT. TROUBLE OVER CONSCRIPTION. Ottawa, May 31. Negotiations are proceeding between Sir Robert Borden and Sir Wilfrid Laurier for the formation of a Coalition Government in order to enforce conscription. The outcome is unsettled.
