PROPOSED COALITION GOVERNMENT. TROUBLE OVER CONSCRIPTION. Ottawa, May 31. Negotiations are proceeding between Sir Robert Borden and Sir Wilfrid Laurier for the formation of a Coalition Government in order to enforce conscription. The outcome is unsettled. Anti-conscription disturbances at Quebec arc abating, but the Labor elements ' are strongly objecting to compulsion. The introduction of the Military Service Bill has been postponed, pending reconsideration by the Government.
