ALLIES WAR AIMS. Washington, May 17. It is stated unofficially that Lord Robert Cecil's re-statement of the Allies' war aims in his reply to Mr. Snowden is generally approved, particularly the remark that it was not likely the German colonies would be handed back, owing to the atrocities committed there.
