The Daily Chronicle's Petrograd correspondent states that an extraordinary meeting of the Council of Workmen's and Soldiers' Delegates decided by 41 to 19 in favor of a coalition Ministry on the following conditions:— <s* 1 (1) A foreign policy having as its chief aim, at the earliest possible moment, the conclusion of a general peace with-, out annexation or indemnity, and the right of all nationalities to determine thoir own fate, (2) A decisive measure for tho reconstruction of the army on a democratic basis, strengthening the fighting force for the defence of liberty. • (3) Radical social, economic snd financial reform's. (4) The earliest possible convention of a constituent assembly in Petrograd. (5) Tlio Socialists' representatives of tho Provisional Government to be responsible to the Council of Workmen's and soldiers' Delegates.

THE POLITICAL CRISIS. MINISTERS RESIGN. SITUATION IMPROVING. Petrograd, May 16 M. Miliukoff has resigned, and M. Teseheuko, hitherto Finance Minister, succeeds him. M. Kerensky succeeds M. Gutlicikoff, The following are the three cardinal points on which the Government, the executive committee of the Duma, and the Committee of Soldiers and Workmen agreed: Firstly, the unity of the AMfed fronts; secondly, the full confidence of the revolutionary democrary in the reconstruction of the Cabinet; thirdly, the plenary powers of the Government London,, May 10. A.Petrograd correspondent who has, returned says that the Russian internal situation is bad, but not desperate, and the military situation was worse before the revolution ,than it is to-day. The army wil continue to fight the AustroGermans. Too much is at stake in the west to permit them to strike a blow on the east front. The Coalition Government may save the situation.
