In the House of Commons Mr. Bonar Law announced that Mr. Lloyd George had sent a communication to the Irish parties which would reach them to-mor-row indicating the Government proposals to be discussed- on Monday, if necessary.
Mr. Devlin asked why the Government had not declared its intentions in the Housp of Commons. Mr. Bonar Law said the Government was doing its best to effect a settlement. The communication to the leaders was not confidential.
London, May 16. The ■ Government proposes to sot up immediately a Parliament in Dublin and cut out Ulster, with a statutory council to transact common business affecting both.

London, Aliiy ]" The Government has communicated to the Irish leaders a threefold scheme: — The immediate establishment of an Irish Parliament in Dublin; the clean cut to extend the-whole of Ulßter, the formation of a Grand Council, composed equally of Dublin Parliament members and Ulster members of the House of Commons to transact all common business between the excluded area and the- remainder ol Ireland, with power to direct, if the Council thinks fit, that any enactment of the Du'blin 'Parliament shall apply to (he excluded area.
