AN IMPORTANT ORDER.
SOLDIERS TO ELECT COMMITTEES, Reuter Service. Received May 1, 8 30 p.m. Petrograd, April 3fl: M. GutehkofT (Minister of War) has returned from his visit to all,the fronts. Ho has issued an order that each army corps, regiment, and company shall elect a committee, which will maintain discipline, control food supplies, have power to take justifiable measures againve tho almse of power by chiefs, an(l settle disputes between tho officers an|l soldiers, also to make preparations for tho elections to the Constitution Assembly.
