EFFICIENCY BOARD.
CONFERENCE OF TAUANAKI TRUSTEES. A meeting of the trustees of the Taranaki Efficiency, Board was' held in the County Council Chambers, Hawera, yesterday. The trustees present were: Messrs J. P». Murdoch (Ham-era), C. J. Belcher (Eltham>,, R. Dunn (Auroa), E. Dixon (Hawera), W. L. Kennedy and W. A. MeCutche'on (Whangamomona), S. Pitt (Stratford), A. 11. jiakombo "(Clifton), J. S. Connett (New Plymouth), A. Morton and J. Brown (Inglewood), R. Dingle (Stratford), W. E. Percival (Inglewood), J. L. Weir (Eltham), G. H. Looney and J. Burgess' (Egmont), E. F. Hemingwav (Paten), W. D. Powdrell (Hawera),'T. Fnrlong,E. Whittle, and C. Andrews (New Plymouth), J. Masters (Stratford), J. R,"'Rowlands (New Plymouth)*, A. Symcs (Patea), T. Jl Winks (Hawera), R. Aroa. (Uruti), and Mr G. 11. Buckeridgo (secretary). Apologies for unavoidable absence were received from Messrs J. Rcnnie (Waitara) and E. Maxwell (Rahotu). APPOINTMENT OF CHAIRMAN. Mr .1. B. the. convenor of the meeting, said it would be necessary for the meeting to elect a chairman of tho Board. He had only been holding the position temporarily. Mr W. D. Powdrell 'moved that Mr Murdoch be elected tho chairman of the' 1 Board. Mr Burgess seconded the motion, which was carried unanimously. Mr Murdoch thanked tho trustees for their confidence in him, and said he would do his best for the Board. The chairman explained that' the meeting had 'been convened to consider the matters required to be carried out by it under the National Efficiency Board. He. desired to know whether the meeting was to be open to the press. He thought the wider the publicity given to their deliberations the better. The meeting unanimously agreed that the proceedings -should be open to the [iress. SCOPE OF THE TRUSTEES' DUTY. The chairman read tie Order-in-Coun-cil, which, he said, appeared to limit the scope of the duty of the trustees to dealing with soldiers and their farms. But there were many questions outside of that wrrti which the Board might very well consider in connection with, the promotion of the efficiency of/the country, The question of the continued depletion fcf labor, which was to a large extent interfering . with the development of certain industries, was an important (natter tfiat could be discussed by the Board. , Mr Pitt said that the Board of Trustees should have wider powers than those to which they were apparently (imited, as there was no doubt that the Board could do a great deal in the cause of national efficiency. One'"of the matters which tho Board could take, an interest in was in connection with the Settlement of returned soldiers on lan:l by the Government. He thought that in districts where land was being opened up for returned soldiers, one of the members of the local trustees should be consulted by the authorities as to whether the land was really suitable for the man who ,*as to go upon it. Mr Powdrell agreed with Mr Pitt, and said that in the case of settling returned soldiers on the ,land there was nothing like local knowledge. The matter was allowed to stand over [or the timo being. TRUSTEES' REPORTS. A lengthy discussion followed on the methods of securing reports (for tlijC Military Board on soldiers' «ases. The general opininn was' that the present method of sending the reports through the Board in Wellington was far too cumbersome and resulted in of the reports being received too late for the sitting of the Military Board. Mr Hemingway asid that it Was purely a, matter of organisation and obtaining reports '\vns going To be a big undertaking, as time went on,, when the second division men were called up. Mr Morton moved the following resolution: "That in the opinion of this meeting the present method of sending reports from the Boards 'of Trustees through the Efficiency Board to the Military Service Board is too cumber some, and leads to great loss ot time and that it be a recommendation to tbe Efficiency Board that requests for reports from the Military Service Board and reports ior copies of reports be sent direct to and from tho offices of the Boards of Trustees and the Military Service Boards, as iwell as sending a copy of the report to the. Efficiency Board at Wellington." This was seconded by Mr Powdrell, and carried. —Star,
