CONFERENCE OF AMERICAN REPUBLICS SUGGESTED,
Received Feb. 22, 5.5 p.m. Washington, Feb. 21. In the House of Representatives, Mr. Xcely introduced a resolution providing for a conference of all American republics to plan concertedjiction to protect neutral rights against the aggression of any European belligerents. President Wilson, in a letter to Senator Stone, urging the ratiiieation ol the Colombian Treaty, says: "We need now, and possibly will need very much wore in the immediate future, all friends to attach themselves to us in Central America, where Vie so many of imr moat critical interests."
