The Upper House resolved, .almost unanimously, expressing their approval oi the formation of a fiovernment acceptable to Parliament. This is regarded as marking a new era of constitvtianal developments, and as specially opportune when the Duma is striving for a, National Government corresponding with the nation's desire to put forth its whole energy.
