JAPANESE FETED AT PETROGRAD. 'London, Sept. 1. The Times' correspondent at Petrogirad says that a Japanese delegation was impressively feted. The leader strikingly admitted the seriousness ;>f the Rtisso-Japa.nc.se limitation in 1909, adding that the Japanese people now understand that signing the treaty eliminates for ever the danger of a RussoJapanese war and regarding the Anglo-Japan-Russian agrememts as pledging the peace of the Far East. AMERICAN RAILWAY TROUBLES. Washington, Sept. 1. The House of Representatives passed a Bill compelling railways to grant men the eight hours' day with the present ten hours' pay by 239 to 66. Railway directors declare that the Bill is confiscatory and that Congress has no power to force a wage scale upon private corporations. An appeal will be taken to the Supreme Court to test constitutionality of the action of Congress. It is considered an important victory for organised labor. It is the first time Congress has accepted the dictation of Trades Unions concerning wage regulation. The public are suspending judgment until it is ascertained whether the wage increases will come from the public pockets. President Wilson announces his relief that the crisis has passed.
