The general council of the Federation of Trade Unions has opened at Leeds. M. Gnspard, a Belgian delegate, declared the Belgians were refusing to work in arsenals under the Germans. They were menaced by bayonets and imprisoned in boxes and cages and flogged in the presence of their wives and children; then deported to Germany. Colonel Ward, a member of the House rf Commons, declared that trade unionists must have some voice in the peace discussions. i
