A HITCH. THE EXCLUSION OP ULSTER. Times and Sydney Sun Services. Received June 17, 5.5 p.m. London, June Ifi. The Times correspondent at Dublin says that there is a hitch in the Irish negotiations. The Ulster press declares that provisional exclusion is impossible, and the Nationalists will not tolerate exclusion except provisionally. The Belfast Grand Orange Lodge has decided not to celebrate July 12 (anniversary of the battle of the Boyne), for the first time in the history of OrangClsm, so as not to embarrass the Government at a critical time. NATIONALIST OPINIOU, Received June 18, 5.5 p.m. London, June 17. The Morning 'Post says that Nationalist opinion, apart from Mr. Redmond's party, opposes the partition of Ulster, and that the old plan of passing a resolution in Dublin commanding implicit obedience is no longer effective.
