OFFICIAL OPINION. ON ARMED MERCHANTMEN. Washington, April 27. An official declaration of the attitude of the United States on armed merchantmen has been made public. It reiterates and explains that it is the purpose of the Government to recognise the right of peaceful vessels to carry arms for defence, and sets forth the conditions under which the United States holds a submarine may capture craft. Organised German efforts to buy up American newspapers have been discovered also. Mr. Lansing has denied the published reports that the United States gave the British Government any information leading to the capture of Sir Roger Casement or about the rising in Dublin.
