ALLEGED "BLACK" LABOR. By C-abli.—Press Association—Copyright Melbourne, April 25. In connection with the dispute in the Commonwealth Clothing Factory, the Political Labor Council passed a reselution condemning Senator Gardiner for starting two non'-unionists and three Government inspectors to do the cutting of the clothing. The trades union declared that the work of these men. was, "black," and the dispute will probably result in the clothing- factory transferring Government work to -private finals: NEW INSURANCE SCHEME. Melbourne, April 25. The progress report of the committee which ia inquiring into the causes of dc-at'li and invalidity in the Commonwealth recommends the establishment ef an insurance scheme to provide temporary relief for workers, so as to obviate the necessity of their return to work immediately after a serious illness.
