GERMANY.
KAISER'S NEW YEAR ADDRESS. BITTfcR REFERENCE TO ALLIES. London, January 1. The Kaiser's New Year order to the army and navy is:—"Comrades, a year of severe fighting has elapsed, and everywhere superior numbers have failed to rush our line before your loyalty- and bravery. Everywhere I sent you to battle you gained glorious victories, and thankfully we remember to-day our brethren who have joyfully given their blood in order to gain security for our beloved ones at home and imperishable glory for the Fatherland. What they began we shall accomplish, with God's gracious help. In their impotent madness our enemies west, east, north and south still strive to deprive us of all that makes life worth living. They have long buried the hope of conquering us by fair fighting, but believe they can still reckon upon the weight of their masses, the starvation of our entire people, and the influence of their campaign of calumny, which is as mischievous as it is maiicious. Their plans did not succeed, and their hopes will be miserably disappointed. In the present spirit of determination which imperturbably unites the army and those at home with a will to do one's duty to the Fatherland to the last breath, and our determination to secure victory, we enter the New Year with God for protection of the Fatherland and for Germany's greatness." & WAR COTTwr.-rr, Berlin, January 1. The Kaiser has summoned a great War Council for V.j birthday on January 27, including the Crown Prince, Generals Von Hindenburg, Mackensen, Von Sanders and Prince Rupprecht.
