THE GENERAL ELECTION. INFLUENCING DUTCH VOTES. (Times and Sydney Sun Services.) London, Sept. 20. The Kaiser's false promises to the republic during the Boer war are being used as a strong argument in the African elections in favor of England. The disclosures of llenerals Botha and Smuts as to how the Kaiser snubbed Kruger when the latter was in Germany is having a great effect upon the Boers, despite the political intrigues of the Dutch Reformed Church.
