With a view to encouraging young marriages the Prussian Government is relaxing the regulations relating to girls under sixteen. These do not now need to obtain permission from the Minister of Justice, but only a magistrate's sertificate. Many such marriages are considered of the greatest importance to restore the wastage of war. SUBSCRIPTIONS FOR SUBMARINES. Amsterdam, Sept. 20. The municipality of Potsdam has voted the cost of a submarine, It appears that other towns will help to replace those lost.
