THE ALLIES' LOAN. New York, Sept. 17. The almost unanimous opinion of the leading banks is that a loan of half-a-billion dollars (£100,000,000) will be sufficient, and it is expected the AngloFrench Commission will assent. LOSS OF THE HESPERIAN. Washington, Sept. 17. Mr. Lansing has received Germany's note denying responsibility for the sinking of the Hesperian.
