NEW BELGIAN ARMY. STRONGER THAN EVER. Paris, Sept. 13. • A Belgian officer states that the army is more numerous and better tiian at the outbreak of the war. Despite the occupation of Belgium, the response of tlie 1914 class showed only a five per cent, decrease. The home provinces showed the maximum decrease of 20 per cent. 1 FRENCH OFFICIAL REPORT.
