Submarines have come to stay, and "they have been extensively used as scouts. They have introduced new problems into tactics which must gravely influence the handling of a battleship; but a submarine has two disadvantages, namely: Invisibility is incomplete, inasmuch as one must lift the periscope above witter in order to recognise the target; and the other is extreme vulnerability. The steamer Santa Anna, which is reported to be on fire in mid-Atlantic, has on board 1000 Italian reservists. Received Sept. 14, 10.5 p.m. New York, Sept. 14. The Santa Anna has sent a wireless message stating that she is safe and that the fire is under control. The vessel is proceeding to the Azores. AUSTRIAN TORPEDOER HIT. Rome, Sept. 13. Official: A French submarine, on Thursday, torpedoed a group of Austrian torpedo boats in inid-Adriatie, badly damaging one.
